Nothing is known of Dylan's early life. He is a resident of Wellspring, and can often be found in the alley outside Stanley Express, talking with Austin and Theodore.
In 2135, when Nicholas Raine first arrives in Wellspring, Dylan can be overheard telling a story to Austin and Theodore, during which he claims to have witnessed a group of mutants ripping apart a settler in the Wasteland. During Raine's time in Wellspring, Dylan can be overheard telling multiple other stories, and will often spread rumors on nearby locations when approached by Nicholas.
