If the player enters the Wasted Garage from the Outrigger Settlement side and heads down two floors, they'll come to a staircase by some sacks. Down and around are two roadsigns — "Mile 4815" and "Speed Limit 25". It's to the left before the door (care is advised, the room to the right is hot), and it's in a cardboard box.
